Regulations For Kombis Underway-Gvt

The government is drafting regulations that will regulate private operators when they resume operations.

President Emmerson Mnangagwa banned private transport operators early in 2020, a move he said was meant to control the spread of COVID-19.

He introduced the Zimbabwe United Passenger Company{ZUPCO} and gave it the sole role of transporting commuters across the country.

However, Mnangagwa removed the ban last week after a public outcry that ZUPCO was failing to provide enough transport services for commuters.

During a post cabinet media briefing on Tuesday, Minister of Information and Publicity, Monica Mutsvangwa said the government is in the process of drafting regulations that will guide private operators when they resume operations.

“Government is in the process of coming up with relevant regulations to enable liberalization of the public transport sector. These will include the licensing of operators on any given route.

“Government takes this opportunity to assure citizens that it has the travelling public interests at heart, and it will expend all efforts to ensure that the situation is expeditiously ameliorated. The nation will be kept abreast of the developments on this matter,” she said.

Meanwhile, Transport Co-operative spokesperson Mr. Atlas Moyo urged the government to speedily come up with new terms so that private operators execute their duties without police disruptions.

“We are happy that kombis are back on the road, but the government is not being clear on the terms and conditions. Government said that kombis are now allowed to operate, but they continue to arrest the operators.

We are paying huge amounts of money to get our cars realeased. We feel cheated,” said Moyo.
